SA Conditional Registration Scheme compliance checklist

This checklist lists the duties the Code of Practice gives recognised clubs, each with its clause number, so a committee can check where it stands. The full checklist is below, and you can download it as a PDF.

What this checklist is and who it is for

This is a one-page list of the duties the Code of Practice for the Conditional Registration Scheme gives a recognised club, each with the clause it comes from. It is for the registrar, the authorised persons and the elected officials (the president and secretary) of any South Australian club recognised for the Scheme.

The Code sets out 14 club responsibilities in clause 2.1 and adds the detail in the clauses that follow. The duties are spread across Part Two and Part Four, so they are easy to lose track of, especially when the committee changes. This checklist pulls them into one place, grouped by when they come up. Each item below is a duty from the Code. The downloadable PDF has the same items with a tick box beside each.

Standing duties

Authorised persons

How to use it

Work through the checklist as a committee, not alone. Print it or download the PDF, then go through it at a committee meeting and write who is responsible beside each item.

  • Mark the yearly dates in the club calendar. For a 30 June year end, the first two reports are due by 31 August and the log books issued report by 30 September. Our guide to the yearly Scheme reports explains each one, and the renewal season checklist puts them alongside renewals.
  • Check your records can answer the questions. Several duties assume you can say quickly who is financial, who holds a current log book and when each book was issued. The log book register template gives you a starting point.
  • Revisit it at handover. When the committee changes, the authorised person duties and the 14-day deadlines are the easiest to miss. The committee handover checklist covers them.

Common questions

Which version of the Code is this checklist based on?

It is based on the Code of Practice for the Conditional Registration Scheme dated July 2026, which operates from 10 July 2026. The clause numbers on the checklist are that Code's numbers. If the Department publishes a new version, check each item against it before you rely on the checklist.

Who on the committee should own this checklist?

Most clubs give it to the registrar or another authorised person, because most of the duties involve MR334 forms and log books. Some duties belong to an elected official, which the Code defines as the president or secretary. Notifying the Registrar when an authorised person leaves is one of those.

How often should we go through it?

Go through the yearly section in the weeks after your financial year ends, because the reports fall due two and three months later. Go through the whole list at least once a year, and again whenever the committee changes. A quick check before each committee meeting catches anything that has slipped.

Does ticking every box mean our club is compliant?

No. The checklist is a prompt, not an audit. It summarises the Code in plain words, and the Code itself, together with the Motor Vehicles Act 1959 and its regulations, is what counts. If you are unsure about a duty, read the clause in full or ask the Registrar's office.

Does the checklist cover what vehicle owners must do?

Only where the club has a part to play, such as cancelling a log book when a member resigns or sells the vehicle. The owners' own conditions of use are in Part Three of the Code, clauses 3.5 to 3.14. Our guide to log book rules covers those in more detail.
